President Barack Obama's $275 Billion Housing Handout is designed to help 9 Million American homeowners.  
The Obama Administration's summary of the plan says the it could offer a buffer of up to $6,000 against value declines on the average home. 
Wait a minute.  
$275,000,000,000 divided by 9,000,000 mortgages is $30,555 per mortgage.  What happens to the rest?
