STATE DEPARTMENT HEAD DIDN'T KNOW PROCEDURES FOR PROTECTING CLASSIFIED INFORMATION

I'm not sure how best to describe this.  Sheer and utter b******* comes to mind.  The security of classified  information is critical, and Hillary of all people had a duty to know the rules for protecting classified information and see to it that the State Department and its  personnel were following them.  I even recall that she sent out reminders to staff, and she was herself challenged by staff about what she was doing.  I think the inspector general's report speaks to that.
