France reveals its understanding of Palestinian terror

France threatens to halt aid to Palestinian Authority if a French journalist held hostage is not freed and returned. Doesn't this imply that France believes the PA controls violence in Gaza?

The natural and logical corollary to this would be that the PA has within its power the ability to dismantle terror groups, as required under the Road Map? Doesn't this mean that France has knowingly provided aid and comfort to a group that has been killing Israeli civilians? In other words, according to France, it is okay to kill Israelis, but not to kidnap a French journalist.
