Schooling for hatred

The Los Angeles Times reports that Pakistan's public schools are teaching jihad and hatred. America provides hundreds of millions of dollars to aid to Pakistan. Why shouldn't come with some requirements? Is a nation training its youth to hates us and fight us really an ally in the war on terror?
