White Aid?

So, the question must be asked——why are all these Brits and other Europeans  not allowing more Africans to help themselves?  Or is it just easier for these Europeans to blame the US and the free market for the troubles of Africa while ignoring the role of their European imperialist ancestors and even their contemporary culture for Africa's ongoing problems?
